Costs of the service
Lower Hutt’s kerbside service is funded through targeted rates on each residential property. For rubbish, the cost will depend on which size of bin you have at your property.
Annual rate costs are listed on the Hutt City Council website.
Yes, you can swap your bin for a different size. If you’d like to arrange this, please log a request via our my.huttcity portal.
Service charges apply - charges are listed on the Hutt City Council website.
When does the charge apply?
The one-off service fee covers distribution, administration, delivery and collections of the new bin until it is added to your rates account. The annual charge will be adjusted on your rates invoice from the next rating year (starting 1 July).
📌 Tip: Downsizing rubbish and upsizing recycling together is free — it helps encourage more recycling.
Each household can have a second blue crate, to cater for larger glass volumes. Please note, there is a one-off service fee of $45 for an additional glass crate to be delivered.
We may also be able to help if you have a need for additional recycling/rubbish disposal capacity. Relevant service fees apply.
Please log a request via our my.huttcity portal.
If you’d like to opt in for the green waste collection, you can request it via our my.huttcity portal.
Green Waste bins are collected every four weeks.
A service fee applies to order a new green waste bin. The one-off service fee covers distribution, administration, delivery and collections of the new bin until it is added to your rates account. The annual charge will be adjusted on your rates invoice from the next rating year (starting 1 July).
Service fees and the annual rate costs are listed on the Hutt City Council website.
Rates legislation states that rates are set for the year, based on property information held by Council as of 1 July. Once rates are set for the year they cannot be changed.
This means that for any bin change you request, your rates will reflect the change from the following 1July – the start of the next rating year. Changes to rates cannot be backdated. This also applies to any request to add or remove a green waste service. Service fees may apply for some changes.
Further information is available on the Hutt City Council website.
Bin services are funded through targeted rates so all households have access.

If you have been given an extra bin latch from Council, here's how to fit it:
- Place the latch under the handle.
- Thread rounded end through the slot with the part that hooks onto the lip of the bin facing towards the bin.
- The strap will need to be tightly attached before you can pull the latch down to lock.
If you need an extra bin latch, please get in touch via our bin enquiry form.
Some residents will be provided with a 'Rubbish & Recycling at your multi-unit development' booklet to inform them how to sort their rubbish and recycling. If you need a booklet but haven't received one, please send us a message or call us on 04 570 6666 / 0800 488 824.
Issues with your rubbish and recycling collection
First, check:
- Was it your collection day?
- Was the bin out by 6am, visible from the road, not behind gates?
- Was the lid fully closed?
- Was it too heavy?
- Was it placed out correctly? Bins should be close to the kerb and not blocked by parked vehicles or other objects so the truck can pick it up to empty.
- Is there a red sticker on your bin? Red stickers mean there was contamination in your recycling, or your bin was too heavy to be lifted by the truck.
- Is it after 4pm? Our routes can change from week to week so your collection time may change.
If your bin was out on time, was able to be accessed by the truck, and was not too heavy, log a bin not emptied request via my.huttcity.govt.nz and leave your bin out for the next 24 hours.
Log a missed collection report via my.huttcity.govt.nz and leave your bin out until 5pm on Friday.
If our trucks don't make it back to you on Friday place your bin out again on Monday morning.
If you can’t get your recycling and rubbish to the kerb for collection due to a disability or medical reason and you have no one to put it out for you, we can help. Please let us know via our my.huttcity portal and we’ll work together to make sure your bins get collected. We may request a medical certificate as part of your application for assistance.
